Don't stem cells deserve a straight up or down vote????

Busholini will veto a stem cell research bill even if a solid majority of congress votes for it. Why doesn't this issue deserve a straight up or down vote? Why must Busholini be an obstructionist?

And besides, all those frozen embryos deserve to remain frozen, or thrown out as waste, rather than be used for science or medicine.
