The term started when the Supreme Court decided that black people ought to have rights just like regular people (sarcasm, intentionally ironic). The Southern conservatives didn't like that, so they came up with States' Rights and a disdain for "Judicial Activism".
That's really all there is to it. It's whatever suits them at the time.

They blame their enemies for what they themselves are doing, to the opposite effect.
i.e. the Constitution guarantees civil rights and the like. When judges rule in favor of this, they call it "judicial activism."
But this is just following the Constitution. Instead, they say they are "strict constructionists" and follow the letter of the Constution, while violating the constitution and all rights guaranteed by it, and revoking all personal freedoms and civil rights, in effect becoming "judicial activists" for fascism.
