Now if only we could have drawn a conclusion from that memo...
But it was only historical information, and didn't represent anything in the planning stages...

On edit: I see that Homeland Security funded this "Project Seahawk" in South Carolina:

http://www.unitech1.com/solutions_hs_maritime.htm

{snip} We are a consultant for Project Seahawk, the multimillion-dollar Charleston-based control center for port security nationwide. Advisers from 50 military and intelligence agencies exchange security information and work to keep ports updated on potential threats.

Since 2000, UNITECH has provided terrorism training workshops and tabletop exercise support to FEMA Region VI. We have conducted terrorism training/tabletop exercises for the states of New Mexico, Arkansas, Oklahoma, and Louisiana. These workshops have addressed the terrorism preparedness issues of biological, nuclear, chemical, incendiary and explosive threats.

{snip}

Also, Duke Energy has some large nuclear plants in SC and the military has conducted some "anti-terrorism" exercises there--including one that was unannounced in October 2001 and scared the crap out of the plant personnel.

Sudden Response 05 will take place this August on Fort Monroe and will be carried out as an internal command post exercise. The exercise is intended to train the JTF-CS staff to plan and execute Consequence Management operations in support of Federal Emergency Management Agency Region IV’s response to a nuclear detonation.

Some of this year’s objectives for SR05 are to refine nuclear incident Concept of Operations, produce a CM Operation Order, refine command post set-up procedures and maintain situational awareness of multiple CM incidents.

The Sudden Response exercise has been held at Quantico, Va., in the past, but has been moved to Fort Monroe to maximize command post training time. The senior leadership felt that it was more important to accomplish training instead of losing up to a day and a half in travel time, said Paul Deflueri, J7 Lead Exercise Planner. “This will allow us to still meet our training objectives,” he said.

Some external participants may work with JTF-CS during the exercise.

“We’re trying to get representatives from FEMA Region IV as well as representatives from South Carolina Emergency Management Division and active duty soldiers from the (Chemical, Biological, Radiological, Nuclear and Explosive) Consequence Management Response Force to play the role of task force units,” Defluri said.

“Each time we do one of these internal exercises, we try to make it more robust and try to add in fidelity,” Defluri said. “That’s what we’re trying to do for SR05: create a good scenario and be able to replicate the effects as best we can. That way we can give the command a really good CM exercise.”

From FEMA's website, I get that it will happen 8/23

29. This will be a 4-day exercise; military leaves have been cancelled!
Edited on Sat Aug-06-05 03:09 PM by Carolab
A 7-25-5 report from rense.com indicates many in the Army and the Marines are hacing their leaves suspended for August. Is there a connection?

Danny, "a former anti-terror marine," wrote: "My brother in law is in the US Army, and was supposed to come home in August and his leave got canceled. I did some checking around, and it seems like a ton of leave got canceled in August for the Army and USMC. Centcom's website tells of a scary drill coming in August. They are running a drill of a 10 kiloton nuclear bomb, being smuggled into Charleston SC. Now while they run drills like this a lot, they always do it at Quantico....and BTW, August 6 and 9 are the anniversaries of Hiroshima and Nagasaki."

A number of readers noticed the upcoming Charleston "exercise." Wonder if FEMA will be there? As I wrote in the first column, "If I lived in any of the target zones above, I would keep my eyes wide open to suspicious people wearing official disguises (uniforms), flashing badges, prohibiting entry, working at odd hours performing perplexing tasks. Watch them!"
Concerned residents of South Carolina may want to contact

FEMA REGION IV in Atlanta 770-220-5200 or 770-220-5224 (Fax: 770-220-5230);

Joint Task Force Civil Support at Ft. Monroe at 757-788-6259.

Also alert the possibly-clueless Charleston County Emergency Preparedness Department at 843-202-7400 (FAX: 843-202-7408).

I have a very uncomfortable feeling today.

I'm hoping it's just because it's the anniversary of so many tragic dates.

I was blindsided by 9/11 and I won't let it happen a second time around...or at least as much as I can help it. I don't trust anyone in the WH-They and the rest of the rethugs have proven that to them the middle class and poor in this country are unimportant, useless and disposable. :grr:

30. I saw some stuff about 8/8.
But I don't know if it amounts to anything. It had to do with the Bono concert during G8.

Apparently, Bono had two 8's on the stage and an electronic bulletin board that said "1 billion people live on..." running overhead.
