IMO, Chalabi and his thugs are behind much of the chaos and assassinations going on in Iraq.
BushCo (through Powell) is making it look like they're REALLY trying to come up with some UN resolution, but the reality is
EXECUTIVE ORDERS 13303 and 13315 which basically state that all Iraqi assets (including oil) are under the control of the US Treasury and that any US entity doing business there will be granted immunity from prosecution for any criminal activity.

Just after 9/11 he began consulting (mostly security firms) clients on how to make the most money off of that horrible day. He replaced Garner to make sure the ni-bid contractors could aqueeze every penny out of the situation as is possible.
