Construction work continues at the Members Lodge and Spa Thursday Aug. 18, 2005, at the Tamarack Resort near Donnelly, Idaho, which is scheduled for completion in 2006. Donnelly, a tiny 132-soul highway town to be visited Monday by President Bush, is far from wilderness. The new ski and golf resort has been carved from a mountainside nearby, and investors have flocked to the region as the median price of a home has risen by 116 percent in the past year. Donnelly is part of the boom that has characterized the Rocky Mountain West since prospectors first descended onto towns named Virginia City, Helena or Wallace in the 1800s. (AP Photo/John Miller)

9. There's nobody with a vacant lot willing to lend it to outsiders, for sure
As a "resort community", it's all private property and owned by commericial interests.
