because we are Godlike Americans!!! Those are not his exact words but I was laughing my ass off.
Maher was saying that Bush and Cheney were supposed to be these awesome business experts who should have had a plan for everything and their big wonderful plan for Iraq was that we would win the War and walk in and everyone would be so in awe and amazed with how wonderful we are that everything would fall into place. Talk about making me want to puke my ass off! I guess when you were born with a silver spoon in your mouth you come to expect that kind of behavior from dumb shit people who are impressed with Old Money and people who would never have accomplished anything had they not come from wealth and power. What a bunch of fools! The sad thing is their huge Ego's have lead to the deaths of hundreds of thousands.

'greet us with flowers' strategy. Bush, Cheney and Rumsfield had to have believed Ahmed Chalabai over all others. Nothing else makes sense to me. Why would he(or they) not believe the then current Army Chief of Staff, General Shinseki? And Chalabai's reasons? If his rosy scenario is right, he gets a country. Bingo!
