Maybe it went to Blackwater and the black budget. It sure as hell didn't go to the military proper, unless it's all being spent inside our borders (which it doesn't appear to be).
Odds are they're looting half and building private mercenary armies with the other half.

Clinton didn't have a big problem getting enough people to enlist or reenlist in the service. Clinton didn't extend anyone's duty in a combat zone, or refuse to let someone out of the military when their time was up. Clinton left the GOPers a good enough military, to win two wars. Clinton didn't need to torture people, or to commit war crimes! The terrorists didn't kill 3,000 American citizens, because Clinton was too ignorant and cowardly, to scramble the fighter planes on 9/11. Clinton never invaded any country because of faulty Intel. Clinton never had a steady stream of body bags and crippled up soldiers coming to the US every NIGHT. Clinton wasn't too busy to go to a dead GIs funeral, or to meet with the grieving mothers of the soldiers KIA, on his watch. Clinton didn't make the military stop what they were doing and come to a photo op where they were told to applaud the CiC. Clinton didn't need to dress up in a military uniform like Hitler or Saddam or Kadaffi. Clinton didn't stand up during a State of The Union Address and lie like a dog to cause a war. Clinton didn't go to the UN and tell lie after lie.
Are we better off now, than we were 5 years ago? Is the Military in any better shape? Are there less Iraqis dying now, than there were under Saddam and is Iraq any better than it was three years ago? Is Our pResident learning?...HELL NO!
