What kind of "renovation" is going on at the White House ?

I don't think I've heard anyone say. However, it seems that they have renovations just about every August. Is Bush installing a new taping system, a la Nixon, to keep track of enemies in his midst? Has he finally succumbed to his paranoia? Just curious....
