Former Los Angeles Times editor Michael Parks said Sulzberger tapped Raines in 2001 because he promised to shake up the tradition-bound institution while Keller was seen as representing the status quo. "Arthur was very comfortable with Howell Raines. Has he now changed his point of view?" said Parks, who was a reporter in Moscow when Keller was there. "Bill is obviously auditioning for the job."
Sulzberger said Keller met the two criteria necessary to run the 1,200-person Times newsroom: to be "a superb journalist" and "a great manager."
Sulzberger also said Keller would continue to implement the paper's ongoing strategy to expand beyond its base in metropolitan New York to other parts of the country and the world, and onto the Internet and television. Sulzberger said, "Tactics change, people change, strategy doesn't change."
