I don't mean to be smart about it - is that the safest place for them to ride out the storm and be close to areas where they expect to be able to do good afterward?

from what I saw on the channel 4 local NO coverage; they were there to check to make sure no one brought guns or drugs into the 'Dome.
Actually, I have no idea whether the 150 NG actually stayed with the people in the Dome... They may have been redeployed somewhere else... No idea...

The one where the media whores claimed that approx. 40 people had died, when online many residents have said that the number was over 300.
The reason? 'Cause Jebby had sent the Florida NG to Iraq.
