DID DOD SHUT DOWN ABLE DANGER AFTER IT DETECTED CONDI’S CONNECTION WITH A PRC SPY RING?

According to official accounts, the Pentagon shut the Able Danger project down several months after the Bush Administration took power in 2001. There is now a report that the Defense Intelligence Agency was using the project's data-mining technology to investigate other national security threats in addition to al-Qaeda cells detected inside the U.S.. The program may have revealed details of suspected espionage that got too close to the White House, leading to the termination of the program.

Laura Rozen, who has been closely tracking the Able Danger story, says in her War and Piece.com. blog on Aug. 27:http://www.warandpiece.com/

"This New York Post report on Able Danger is the most revealing so far. I had heard as well that Able Danger was shut down after it submitted papers for its budget review that included a huge China analysis that had the Pentagon review general scratching his head. But I had not heard about the Condoleezza Rice stuff, which would go a long way to explaining why Able Danger may have been shut down:"

"The private contractors working for the counter-terrorism unit Able Danger lost their jobs in May 2000. The firings following a series of analyses that Pentagon lawyers feared were dangerously close to violating laws banning the military from spying on Americans, sources said.

"The Pentagon canceled its contract with the private firm shortly after the analysts — who were working on identifying al Qaeda operatives — produced a particularly controversial chart on proliferation of sensitive technology to China, the sources said.

"Lt. Col. Anthony Shaffer, the veteran Army officer who was the Defense Intelligence Agency liaison to Able Danger, told The Post China "had something to do" with the decision to restructure Able Danger.

"Sources said the private contractors, using sophisticated computer software that sifts through massive amounts of raw data to establish patterns, came up with a chart of Chinese strategic and business connections in the U.S.

"The program wrongly tagged Rice, who at the time was an adviser to then-candidate George W. Bush, and former Defense Secretary William Perry by linking their associations at Stanford, along with their contacts with Chinese leaders, sources said.

"The program also spat out scores of names of other former government officials."

Rozen asks,"So Able Danger's data mining results seemed more all over the board, a kind of tinfoil hat producing adventure better left to freepsters and google?"


While Rozen seems to dismiss the suggestion that Condi was actually involved in any wrongdoing with the Chinese, the subject of PRC espionage and diplomatic efforts to obtain US dual-use technologies has long been a source of great concern at the Pentagon.

I am also skeptical that AD was shut down for spying on Condi's suspected involvement with Chinese espionage. Not because I trust Condi, but because the events referred to in The NY Post article above happened years before AD was reported to have started operating. Still, it shouldn't be dismissed entirely out of hand.

Here's an interesting early 2001 article that goes into the story - I'm not vouching for its sources or conclusions, but it gives one some idea about the issue that might have been bugging Pentagon counterintelligence about Condi.

Condoleezza Rice, national security adviser to President Bush, has recently granted an interview to virtually every reporter but me. Perhaps it is because I keep asking her questions about the Chinese spy in her past.
Rice has impeccable credentials. She worked for the elder George Bush in the White House, handling Russian issues. She is a distinguished fellow at the Hoover Institution and former provost of Stanford University. Rice is very close to former Clinton Secretary of Defense William Perry. Rice worked with Perry and the Clinton administration during her term at Stanford. The Clinton White House once mentioned her as being on the short list for secretary of state.

Yet it is her years at Stanford working with Perry that have rendered Rice silent. While working at Stanford, she became involved in the most successful Chinese army penetration of the Clinton Defense Department. She will not answer questions about her relationship with Chinese spy Hua Di.

At initial glance, the notion that Able Danger was shut down for probing Condi's suspected involvement with Chinese intelligence in the mid-1990s doesn't make a lot of sense to me. The events involving Condi and the Chinese military's acquisition of fiber optics network happened years before the AD program was said to have started. All of this is coming out from sources that are spinning, er, to the right of comfort zone for me. But, if there is anything to this story, it raises several possibilities, all of which may reveal aspects of Angel Danger that were not previously understood:

1) Was the AD project used to look backward at events that occurred years earlier? One of the reasons Philip Zelikow, the 9/11 Commission Staff Director gave for ignoring Able Danger was that the project had collected data about Moh. Atta in 1999, months before it was thought Atta first came to the attention of the US Government -- a dubious proposition. Did DoD analysts have information that predated Atta's visa application in May 2000?

2) This information about attention to Condi's activities in the 1990s raises another posibility. Did the program really got started years before has been admitted publicly, perhaps as early as the mid-1990s?

3) Did the DIA seriously suspect that high officials in the Bush and Clinton Administrations were involved in Chinese espionage?

4) Or, was AD being used as part of a unauthorized DoD operation to investigate a wide variety of contacts by prominent American figures with foreign powers?

Finally, 5) Is all this being raised now by the GOP as a way of threatening the Democrats not to push too hard to reveal what Able Danger learned about the 9/11 hijackers before it was shut down by the Bush Administration in 2001? The stuff about China seems to be a veiled threat against former Clinton Administration officials who might be embarrassed if the public were to now see what military intelligence has learned about how China employed dual-use technologies shared during the 1990s. Is this Wen Ho Lee, and the Buddhist Temple, revisited?

All or any of the above possibilities, if they have any foundation, raises a lot of interesting questions that need to be followed-up.

There is another Pentagon information program in the news. US Counterintelligence is battling a Chinese information mining program,dubbed Titan Rain. China, while a major trade and debt partner, has continued to grow as a perceived threat to US military dominance. TIME Magazine reports in its current issue that the US is engaged in a sort of escalating secret war with China for control over global information networks, and the Pentagon is actively monitoring and countering Chinese efforts to pentrate and harvest civilian and classified databases:http://www.time.com/time/magazine/article/0,9171,1098961-2,00.html

In recent years, the counterintelligence community has grown increasingly anxious that Chinese spies are poking into all sorts of American technology to compete with the U.S. But tracking virtual enemies presents a different kind of challenge to U.S. spy hunters. Foreign hackers invade a secure network with a flick of a wrist, but if the feds want to track them back and shut them down, they have to go through a cumbersome authorization process that can be as tough as sending covert agents into foreign lands. Adding in extreme sensitivity to anything involving possible Chinese espionage--remember the debacle over alleged Los Alamos spy Wen Ho Lee?--and the fear of igniting an international incident, it's not surprising the U.S. has found it difficult and delicate to crack these cases.

In Washington, officials are tight-lipped about Titan Rain, insisting all details of the case are classified. But high-level officials at three agencies told TIME the penetration is considered serious. A federal law-enforcement official familiar with the investigation says the FBI is "aggressively" pursuing the possibility that the Chinese government is behind the attacks. Yet they all caution that they don't yet know whether the spying is official, a private-sector job or the work of many independent, unrelated hands. The law-enforcement source says China has not been cooperating with U.S. investigations of Titan Rain. China's State Council Information Office, speaking for the government, told TIME the charges about cyberspying and Titan Rain are "totally groundless, irresponsible and unworthy of refute."

Despite the official U.S. silence, several government analysts who protect the networks at military, nuclear-lab and defense- contractor facilities tell TIME that Titan Rain is thought to rank among the most pervasive cyberespionage threats that U.S. computer networks have ever faced. TIME has obtained documents showing that since 2003, the hackers, eager to access American know-how, have compromised secure networks ranging from the Redstone Arsenal military base to NASA to the World Bank. In one case, the hackers stole flight-planning software from the Army. So far, the files they have vacuumed up are not classified secrets, but many are sensitive and subject to strict export-control laws, which means they are strategically important enough to require U.S. government licenses for foreign use.

1. This would not come as a shock to me.
The time-line seems about right and the sentence above,

"The firings following a series of analyses that Pentagon lawyers feared were dangerously close to violating laws banning the military from spying on Americans, sources said."

make me think that B*shCo. got into power... saw how close they were to being exposed and got those people right out of there..

The Pentagon has never really had much of a problem spying on Americans when the purpose suits.

Re-open the 9/11 investigation? BRING IT ON! Here's why:

So the responsibility for stopping DIA program Able Danger, which had Identified Atta and 3 other hijackers and linked them to 56 other al-Queda terrorists overseas, has been laid at the feet of Bill Clinton--except he and Richard Clarke were never told about it at all.

That's right. Bill Clinton was never told about Able Danger and the ID of Atta because Richard Clarke was never told about AD. How do I know? He never wrote about it in his book, nor did he testify about it's existence before the 9-11 Commission!

You see Richard Clarke was known for being obsessed with Osama Bin Laden and HE was the guy the neo-con moles did not want to find out about Atta and the gang. Schoomaker and the neo-cons knew telling the FBI would inform Clarke and then Mr. Laser Beam himself, President of the United State William Jefferson Clinton, would have gotten involved--and the Pearl Harbor-type attack would never take place (the neo-cons talked about the need for a Pearl Harbor-type attack before the PNAC Plan would be accepted by the American people--so when one presented itself, they let it happen).

General Pete Schoomaker, who were later heavily rewarded by the neo-cons in the Bush Administration, blocked the upward motion of the DIA information by having Shaffer and Philpott meet with Pentagon lawyers opinions--lawyers who were rubberstamping ridiculous legal opinions to carry out the neo-con plan. These certain people were neo-cons in the Clinton Administration, covertly carrying out the PNAC plan to let a Pearl Harbor-type attack occur so Iraq and 6 other countries could be invaded.

6. I don't get that "Buddy, Buddy" snippet. What's it trying to say besides
"There must have been a military order." The film moves to fast to make sense of the image connections for me.

Is it trying to say that George Tenant has ties to Atta. Why all the pics of Tenant/Atta/ Atta/Tenant.. I don't get the connection between the two of them. :shrug:

I believe there must have been an "order" but who it came from is still unclear...I just don't get the Tenant thing in this film.

Carefully Planned Intelligence Operation
The 9-11 terrorists did not act on their own volition. The suicide hijackers were instruments in a carefully planned intelligence operation. The evidence confirms that Al Qaeda is supported by Pakistan's military intelligence, the Inter-services Intelligence (ISI). Amply documented, the ISI owes its existence to the CIA:

"With CIA backing and the funnelling of massive amounts of U.S. military aid, the ISI developed into a parallel structure wielding enormous power over all aspects of government....The ISI had a staff composed of military and intelligence officers, bureaucrats, undercover agents and informers estimated at 150,000."8

The ISI actively collaborates with the CIA. It continues to perform the role of a ‘go-between' in numerous intelligence operations on behalf of the CIA. The ISI directly supports and finances a number of terrorist organizations, including Al Qaeda.

The Missing Link
The FBI confirmed in late September, in an interview with ABC News (which went virtually unnoticed) that the 9-11 ring leader, Mohammed Atta, had been financed from unnamed sources in Pakistan:

"As to September 11th, federal authorities have told ABC News they have now tracked more than $100,000 from banks in Pakistan, to two banks in Florida, to accounts held by suspected hijack ring leader, Mohammed Atta. As well . . . "Time Magazine" is reporting that some of that money came in the days just before the attack and can be traced directly to people connected to Osama bin Laden. It's all part of what has been a successful FBI effort so far to close in on the hijacker's high commander, the money men, the planners and the mastermind."9

The FBI had information on the money trail. They knew exactly who was financing the terrorists. Less than two weeks later, the findings of the FBI were confirmed by Agence France Presse (AFP) and the Times of India, quoting an official Indian intelligence report (which had been dispatched to Washington). According to these two reports, the money used to finance the 9-11 attacks had allegedly been "wired to WTC hijacker Mohammed Atta from Pakistan, by Ahmad Umar Sheikh, at the instance of General Mahmoud ." 10 According to the AFP (quoting the intelligence source):

"The evidence we have supplied to the U.S. is of a much wider range and depth than just one piece of paper linking a rogue general to some misplaced act of terrorism." 11

Pakistan's Chief Spy Visits Washington
Now, it just so happens that General Mahmoud Ahmad, the alleged "money man" behind 9-11, was in the U.S. when the attacks occurred. He arrived on the 4th of September, one week before 9-11, on what was described as a routine visit of consultations with his U.S. counterparts. According to Pakistani journalist, Amir Mateen (in a prophetic article published on September 10):

"ISI Chief Lt-Gen. Mahmoud's week-long presence in Washington has triggered speculation about the agenda of his mysterious meetings at the Pentagon and National Security Council. Officially, he is on a routine visit in return to CIA Director George Tenet's earlier visit to Islamabad. Official sources confirm that he met Tenet this week. He also held long parleys with unspecified officials at the White House and the Pentagon. But the most important meeting was with Marc Grossman, U.S. Under Secretary of State for Political Affairs. One can safely guess that the discussions must have centred around Afghanistan . . . and Osama bin Laden. What added interest to his visit is the history of such visits. Last time Ziauddin Butt, Mahmoud's predecessor, was here, during Nawaz Sharif's government, the domestic politics turned topsy-turvy within days." 12

Nawaz Sharif was overthrown by General Pervez Musharaf. General Mahmoud Ahmad, who became the head of the ISI, played a key role in the military coup.

At the time of the attacks, Lt General Ahmad was at a breakfast meeting at the Capitol with the chairmen of the House and Senate Intelligence Committees Sen Bob Graham and Rep Porter Goss. Also present at the meeting were Sen. John Kyl and the Pakistani ambassador to the U.S., Maleeha Lodhi.

12-13 September: Meetings between Lt. General Ahmad and Deputy Secretary of State Richard Armitage. Agreement on Pakistan's collaboration negotiated between Ahmad and Armitage. Meeting between General Ahmad and Secretary of State Colin Powell

13. Keep digging deeper into it and I think you'll find.....
Jack Abramoff, a member of a well oiled terrorist organization or tied directly to it. Its been labeled the RUIM in many circles and consists of many terrorists such as A.Q. Khan which are controlling proliferation and profiteering....PNAC is their feeding tube but the important thing here is this is a worldwide terrorist group.

Its also referred to as the Russian Ukraine Israeli Mafia, but the whole thing has scantly been touched precisely because of huge issues like Able Danger. Not just seeming to me a imperial communist agenda, do they have in mind, but also the total fall of the United States.

I'm not well acquainted with the whole mess but I can tell that no one wants to talk about it, or are otherwise cynical or unprepared to stand up to them or the State Department.

Although if there was one person that isn't being mentioned who should, it's Ralph "Ed" Eberhart. He would have been the man at NORAD in charge of the wargames along with acting President Cheney. I think it's very interesting that Hamilton got flustered when asked about Mahmood's $100,000 transfer to Atta. Very much like Eberhart's "no comment" when asked about the wargames.

To cause failures of national security when Democrats are in power?

Do repubs Sabotage Democratic administrations? If so, the party ought to be labeled traitors and disbanded from politics.

Think about it:

In recent history:
Repubs conspired to overthrow Gray Davis by creating an Energy Crisis (Schwartz met with Enron 6 mons prior and there is clear evidence Enron created the energy crisis).
Lewinsky was clearly a repub plant (though that doesn't mean Clinton didn't do wrong, it just wasn't worth the investigation or impeachment).
Now this.

And in the past:
Iran Contra to sabbotage Carter's re-election

Makes you wonder about these:
JFK assassination?
Bay of Pigs?
Vietnam?

9. The 1990's are exactly the period to keep your eye on
I'm becoming increasingly convinced that that's where the real dirt is -- the stuff they desperately don't want to come out. When Cheney was running Halliburton. When the Neocons and PNACers were hatching their plans. When all the dubious adventures involving Central Asia and Pakistani nuclear proliferation that we explored here at DU in the Valerie Plame and Sibel Edmonds threads of a year ago were taking place.

Remember that when Bush II put a lock on release of former presidential papers, he also made it so that a current president can keep the lid on the papers on a former president. I wondered about that at the time -- but now it's becoming abundantly clear that there was a lot going on during the Clinton administration that the current administration wouldn't want us to know about.

Clinton know about any of this. If he didn't then shouldn't he or some of his close allies be working behind the scenes to get this out.

It's very worrysome all his and Hillary's hob nobbing with the Bushies lately. And, what did Al Gore know that he's distanced himself from ALL of it...it seems. Clinton and Gore were too intelligent not to have had some idea of this "cloak & dagger" stuff going on in the back rooms all over DC. Al Gore's father was a Senator and he's a DC Insider, he would know the most. :shrug:

Someone out there knows the truth. Probably a group of people. I have always hoped they would get the truth out...whoever they are.

Indonesia-based Lippo is controlled by the Riady family and is at the center of the Chinagate fund-raising scandal.

Senate financial-disclosure records show that, over the past four years, Chao has held a seat on the board of Protective Life Corp., which owns 50 percent of CRC Protective Life Insurance. That could be too.......though......I don't see

Maybe a veiled threat, maybe a false flag. I suspect that they'd hang Condi out there, if necessary, to shut Able Danger down. I'm convinced that there was some creative stove-piping going on while Bill was focused on his Republican Inquisition. The neo-con's in our government were pledging allegience to another administration and wereplaying to the PNAC gameplan....and they were doing their best to create the conditions for 9/11 to happen. Some of that was keeping key information from getting to Clarke.

What a great thread....seems like the fuzziness in the 9/11 picture is beginning to come into focus.

Certain elements within the Pentagon and intelligence services, which we now call the neocons, have shown considerable talent for bringing down Presidents in the past.

Sometimes, as in the cooperation between Admiral Moorer, Richard Helms and J Edgar Hoover to take down Nixon, this has had a relatively salutory effect for the nation. In Watergate, we saw the exercise of veto power over foreign policy by the military (the JCS through NOI), and an effort to defend institutional independence from a political takeover by the White House (the CIA and FBI).

Another variation is the October Surprise, an example of a partisan coup d'etat led by a rogue faction of intelligence officers under George Bush and Bill Casey seeking revenge after Carter attempted to clean house, dismissing hundreds of DOO officers who had carried out illegal activities -- drug running, assassinations (domestic and foreign), conversion of government property, domestic political dirty tricks -- while they ran the Agency.

Able Danger, and a reading of history of intelligence, tells me that military intelligence has had a much more active role in "policing" domestic politics than is generally acknowledged. I would not be at all surprised if NSA has a complete library of all WH and USG communications, the bigot list for which is limited to a Star Chamber of Committee Chairs, Generals, and relatively unknown pillars of the establishment in the private sector. This would be a group of men (maybe a woman or two among them) who minimize their media exposure, but who represent the principal national and multinational institutions that really run the US-centric world.

While it may not be apparent to all of us yet, they've already voted to replace or neutralize (by reassignment) the most dangerous members of the BushCo cabal. The next government will be led by some kind of caretaker (a Gerald Ford-like figure, someone trusted but not very bright). Cheney will have a massive coronary before his term is over, and W, well he's really irrelevant.
