"Terrorist" is bad word; "looting" is a loaded term.
They could bring themselves to characterize it as 'flood water'.
"Finding bread and soda from a local grocery store" even makes it sound like the stuff was floating around outside the store or in an abandoned grocery cart: otherwise it would be "in a local grocery store".
