the pbs newshour interviewee said that all this fema and natl guard and emergency response stuff was already in the works before the storm hit, as it was likely there would be a kinda big mess even if much less than the mess that actually is occuring.

so some of this stuff was already underway.

too bad bush couldnt give up his fundraising speeches anticipating the storm outcome...that woulda been sooooooooooooooo inconvenient as he needs to get on with his life.
