Things like that might have a symbolic benefit - and of course there is the capitalist motive of who ever gets the casino open first will have a captive audience.

3. What reality do these people live in?
The ENTIRE CITY IS UNDER WATER.

They aren't going to be opening anything in New orleans for quite some time.
