9. Oh sure it does ...
Following RW - nut thought patterns:

*Environmentalists oppose drilling in the ANWR;which, after years, will produce a tiny fraction of the US consumption. This will not effect fuel prices, but the wing nuts think it will.

*Environmentalists insist that oil refineries NOT recklessly dump pollutants into the environment --- this costs corporations $$$$, thus they pass it on to us.

Pasadena is on the Houston ship channel. The big industry here is the petro chemical industry.
