Mayor Nagin: "we're trying to reach the WH" as pump fails
Water to stop at 3 feet above sea level. Failed to get the levees fixed. And IT IS ALL SHRUB'S FAULT! He had to have the gaurd for and countless precious resources for his oil war. He had to eat his cake and strum his guitar instead of hopping to action. He had to propegandize about Iraq in his speech. This man has failed, and I want to reiterate that I think Congress needs to consider whether he is still mentally capable of doing the job he was selected to do...LEAD THIS COUNTRY.

Amendment 25 article 4: "Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President."

So Cheney would be a mess but this is a serious matter, one of, if not the, worst disaster in American history.
