Who deploys them? Do the governors request them? I'm mad because I don't think there are enough deployed. Their absence is endangering lives. Who should I be mad at? This is a serious question. I haven't heard that explained yet.

... haven't requested them? I find that hard to believe. I guess we will never know the real truth about their absence.

They don't have to request them; they mobilize the ones in their state.
