Senator John Kyl(R-AZ)- "cloud seeding"!

Last night I was watching Phoenix's local 'Horizon' program with John Kyl as the guest. It's a local issue news chat show on PBS.
They were discussing water and the possibility of conservation methods.
What was interesting though was that Kyl stated that we have some good ways in effect to come up with more water. He stated "things like cloud seeding, which we've heard about as well as canal lining."
I don't know about you but I havn't heard about any cloud seeding. Could it be, Chemtrails!?
Almost seemed like it slipped out of his mouth.
Very strange.

Anyone else know of active programs of cloud seeding?

I would hope it had been explored and if possible is used to help relieve droughts.
