4. I have to disagree

From the footage I'm seeing, I'd say that the rural areas along the La and Miss coasts need immediate help more than NO does. NO has rescue crews and most of its people are in relatively safe locations. People outside of the city are starving and dying of dehydration.

NO is a treasure, but there isn't one building in that city that's worth sacrificing a human life for. Save ALL of the survivors FIRST, and THEN worry about saving the city.
