"How do you explain to these people that nothing could have prevented this. When the flood waters come like this, no one can get in to help."

Only, Andrea dear heart...BUSH could have prevented the flooding, remember? NO had to scuttle its levee repairs and expansion due to budget cuts from Bush. People died because our National Guard was all over guarding someone else's nation, not our own, as is their charge. Andrea, love, you had the perfect opening to tell America the truth right there. While Biloxi might be the victim of a Natural Disaster, New Orlean's problems are almost entirely man-made, and the main man is George W. Bush. His policies set up the destruction of New Orleans, and left people without help much longer than necessary.

The damage from the flood wasn't caused DIRECTLY by the hurricane -- it came from weak levees that gave way. And I wssn't implying that individuals could have prevented the flood; the flood itself could have been prevented had the community taken proper steps (i.e., insurance will find the community/feds negligent, and refuse to pay).
