Can anyone compare the response by FEMA to a Clinton-era disaster?

Can anyone compare the response by FEMA to a Clinton-era disaster?
What was the disaster?
Who was the FEMA chief at the time? What was his/her background?
How long was the delay in allocating adequate state and federal resources to the displaced?
How many post-disaster casualties due to logistics?

If anyone knows offhand, I think this could potentially be enlightening. The current response appears... inadequate, but perhaps my memory deceives me and it's always been this way.

1. Yes, use Hurricane Andrew as an example.
Was there looting? 3-day waits for evacuations? Lack of food, water and clothing? People firing on helicopters?
Police driving by horrific scenes of deprivation?

2. Yes, a lot of looting. No polic for weeks. Food and water were
available. Miami was still functional. There were 250,000 homess. Lots of tents showed up. Lots of ice and water. No helicopters. No flooding. Roads were still passable except for trees down.

To save what was left of their homes, people had to stay there with guns and a big sign warning looters. There was a story of a family that put everything they still had into their car and some looters/thieves came by at gunpoint and took the car and everything. It was actually worse than NO because the looters/thieves could come in from out of town.
