Is this about the toxic chemicals in the floodwaters?
This brings me back to my earlier point, that sank like a rock, about Algiers: the section of N.O. that lies directly across the Mississippi from all the areas you're probably familiar with. (A ferry reaches it from the foot of Canal St.) Since it is across the river from the levee break, this wouldn't apply there, and it could serve as the nucleus of the New New Orleans.
edit: can't type "like a rock", so can't write Chevy truck ads. :-)
