It's absurd to be taking all those people directly to Texas |

It delays evacuating them from the city because it ties up the buses for a longer time and requires them to prioritize the loading of people.
They should setup lots of staging areas around the city as closely as possible with supplies and medical triage and whatever protection that can be managed. Troops and other can be used for crowd control without bringing them into the chaotic city.
They can then decide who needs to go where directly. To outside medical facilities as necessary - by aircraft if necessary - and to which evacuation sites directly instead of going to Houston only to be redirected. Buses arriving from other states can be used as they become available.
Buses bringing people out of the city can then turn around right away and go back and get more people out from those killing hellholes.

...huge convoys of large vehicles, designed for offroad, rough terrain, high water use... from all parts of the country, all headed to the disaster area to help transport supplies and evacuate victims?
Did anyone see that?

1/2 the LA NG is in Baghdad.
Having multiple staging areas wouldn't make things easier.
Its more places where you have to bring supplies too, more manpower you need to man each site, more locations that personally have to be familiar with.
Withe the utter lack of communication and lack of manpower a decentralized operation would cause more problems then it would fix.

The problem with leaving them where they are is that its impossible, dangerous, and counterproductive to try and bring supplies into there into what is already an unacceptable site for people's safety and health.
They can setup as many staging areas as they can manage.
They can't bring disaster workers into the city even if they have enough of them to service the people trapped there.
Your answer gives no solution to the current ineffectual debacle that is killing people.

It would seem they could stage the whole thing a lot better than they have. My guess for the reason they are taking these people to Texas is so some Bush friendly contractor can get a contract to feed and supply the refugees.
