The NOLA mayor, Nagin, is pissed. But he's not wholly without blame himself. Heck, he just said he didn't know whether the Governor had yet called for martial law in New Orleans. Where the hell is their Command Center for this disaster? Or are all the bloody people who are supposed to be in charge just too damn busy getting their faces and voices onto the radio and TV news programs?!?
