The measure of compassion is how you treat people that do bad things
If you only have compassion for people, if they are doing good things, then you don't have compassion.

So, shoot to kill orders (i.e. something different than the constant that people have a right to defend themself against attacks) can't be justified by saying "but there's rapists and thugs".
