14. The LA Governor didn't...
...call for NG assistance until wednesday. It takes time to activate NG folks from their civilian jobs. The regular army cannot be used for domestic police duties.

15. NO - the LA Governer asked for assistance before the storm even hit
LA was declared a national disaster prior to Katrina's landfall. Know why? SO THAT THE FED GOVERNMENT CAN PROVIDE WHAT IS NEEDED IMMEDIATELY.

It was authorized before evacuation was made mandatory.

The governor was authorized to call out the NG. Didn't happen.

with armed civillians shooting at Coast Guard helos and police officers, the President can authorize the active duty military to step in under the War Powers Act of 1973.

24. I just hope the Governor's tough talk doesn't make it worse.
Granted there's a criminal element down there using this disaster as an excuse to rampage and must be brought under control.

But I'm willing to bet the vast majority of this anarchy is by those who are simply scared, angry and looking for things they and their children need to survive.

With talk from this governor like "shoot to kill" and "lock and loaded", along with troops just back from combat in Iraq and likely already jittery and in an "us vs. them" state of mind, I fear the results when encountering these desperate people looting for survival.

They need food, water and medical care foremost. Unless this effort is backed up with adequate humanitarian aid, this kind of talk from the Governor makes it sound more like an invasion then relief.
