If it were the worst storm, it might be possible that nothing done on the levees makes any difference, but it was not the immediate impact on NO, but a problem with the levee system. The levees weren't upgraded to save money for tax cuts. So a class 3 hurricane may have destroyed an elegant charming cities, killing thousands as it did.
