I can't give a precise transcript because I was in my car, but I just heard Gibson, O'Reilly's stand-in, offer yet another compassionate speech on behalf of the victims.
After absolving Dubya of all wrongdoing (i.e., "help should have arrived sooner, but it's on its way now, so that's fine."), he explicitly blamed the "dopes" in New Orleans for failing to anticipate and prepare for this unprecedented (and federally-ignored) disaster. "Dopes" is the exact word he used.
Gibson likened the situation to San Francisco, where "even poor people keep a case of water and a couple of cans of soup in their garage." He then opined that everyone in New Orleans should have kept a boat in his garage, or a bunch of boats in a community shelter. While I'm certain that every poor person in San Francisco has a sumptuously-stocked garage, doesn't this fuckhead Gibson realize that the vast majority of garage-owners in New Orleans no longer own garages?
What the fuck goes on in these people's heads?
He then adopted an offensively dismissive air, saying that "there's a number you have to exceed before this counts as America's worst natural disaster." He's referring to Galveston, of course, but who the fuck cares? We can't help the residents of Galveston in 1900, but presumably we can do something to ease the suffering of those in 2005 New Orleans. What the fuck difference does it make whether we now have the raw numbers to qualify as the worst? What kind of sick, catastrophic pissing contest is Gibson suggesting?
It's official. I hate—literally hate—every single person who looks to O'Reilly (and his understudies) for truth and journalism.
Thanks for letting me vent. I work with a number of disconnected Republican voters, and if I brought it up to them, they'd say "well, they should have bought boats then."
Aaaaaarghh!

My husband and I are well enough off to evacuate our city in an emergency and live for a month or two without housing and without anyone else's help.
Nevertheless, we are not rich enough to buy a FUCKING BOAT and keep it in our garage in case our city floods (and we do live in a flood prone area).
WHAT PLANET DO THESE MORONS LIVE ON???? This is without a doubt one of the most idiotic statements I have ever heard from a radio host. He needs to get out of his gated golf community once in a while so he can see what goes on in the real world!
