in the 90s. Remember the Gingrich Revolution was in full throttle and the idea was to cut back anything that looked like Pork. Back then you couldn't convince a Republican that Global Warming was a reality if your life depended on it. To shore up those levees back in the 90s would have cost millions, potentially billions of dollars AND it would be money going to a Democratic city. No way would the Republicans in Congress accept it, nor would the Republican voter.

However, in 2001, it was right there in the FEMA papers for George to respond to. He was given three areas of concern: 1) A terrorist attack in NYC; 2) A break in the levee in NOLA; and 3) A catastrophic earthquake in San Francisco. He's 2 for 3 and no apologizing or excuses that this situation was known for years takes away from the fact that George had one thing that no president ever had: Undeniable Evidence to convince our pigheaded Right-wing congressmen.
