3. another trick question
they asked if local state and federal agencies should be held responsible... so if you answer "yes" it leaves the back door open for the feds to push the responsibility down to the state and local levels. It's all such bullshit.

I think it's fascinating, duck's back or not. This country has been split for years. This looks like a consolidation to me.

Dobbs just suggested that much of the blame lies with the local political structure. The question lumps local, state, and federal government together. At least the local government tried and opened the SuperDome, however ineffectual that solution was. The federal government had a lot more means at their disposal and Bush completely ignored the problem and has only gone into action five business days after the fact. Plus the federal government policies regarding the destruction of protective wetlands around New Orleans and failure to beef up the levees has the greater part of the blame in my opinion.
