Also, it doesn't change the fact that the sandbags weren't dropped to try to repair the levee.

However, it should not be used as an excuse for the lack of response from the federal government.
(Like Bush's who could conceive that the levees would fail. Probably stolen from Rice's who could conceive that people would fly planes into buildings.)
The levees were not properly maintained and reinforced. That's true whether or not they would have held through this storm. And, at the very least, you should make the effort, not just shrug your shoulders and say it won't work, anyway.
Furthermore, if it was thought the levees wouldn't hold, why weren't emergency services assembled and ready?
I guess this can't be used as an excuse no matter what.

I'm willing to listen to new info, but as many have said, this doesn't change the fact that relief to the area was slow, slow, slow to arrive. Has it arrived yet???? :shrug:

The levees were pushed hard enough, of that there is no doubt. What is questionable is whether or not, as b**h said: "No one imagined it could happen", or is it the truth that it was imagined?
They knew it could happen, and FEMA, et al, should have been 'Johnny on the Spot' with help, when it did get breeched. They should have been able to keep the pumps working.... the pumps are CoE, a federal agency, under the emergency control of FEMA, or at least Homeland Security. Whatever, it was a Federal problem, and the Feds screwed up.
They should have had boats ready to travel on Monday. They should have had emergency plans ready to roll as breeches developed. They should have done a lot of things, but they didn't do anything.
It was a miserable failure.

As the storm hit, parts of the levee on the river were breeched. That would have been Monday morning. Then, on Monday night, the breech on the lake began. It seems the breech on the lake was the one that caused New Orleans to flood like it did.

And one news source (not really official) claimed rumors of a levee break at 9:20+ am, and reported the break at 11:30 or so Monday monring.
The main reporting had it breaking very late Monday night or early Tuesday morning.

Katrine was apparently a category 4, but not incredibly strong at the time, and not dead on-center.
Reports are also that the repair work had been done on the levees that failed. I'm not quite sure about that. One DUer (for other reasons) actually cited an article telling about how the contractor said he was hurrying up to finish the work on one of the levees that subsequently failed, without the article ever saying that the work was completed.

That was what had the mayor complaining on the radio/television asking what had become of the helicopter that was supposed to sandbag. He tried desperately to reach the White House.
By around 6:15 p.m., the pump stopped working. Because of that, the flood would fill New Orleans.
