I strongly disagree with this. Re-build it.
I want to be able to go back to Bourbon Street and walk down drinking beer and hearing Jazz. I want to go back to those 4 star restaurants and enjoy meals where the tip is more than I spend at most restaurants at home.

I really don't know how you'd rebuild New Orleans in such a way to avoid this happening again in the future. Considering the circumstances that led to this even will only get worse. (worse storms and the city will continue to sink). But, if the money is there and the desire strong enough; rebuild.
Having said that..considering how long it's taking to rebuild two buildings here in NYC; how long will it take to rebuild New Orleans.. properly.

actually, there is a plan to do just that . . . I saw a guy interviewed on one of the cable news channels the other day who has worked for yeats on a plan to completely change the canal system and other aspects of NO geography to both protect the city and rebuild the surrounding wetlands, etc. . . he mentioned the name of the plan and said that it's online somewhere, but I didn't note the information . . .
so this CAN be done . . . it's just a matter of time, of will, and of money . . . will it be done? . . . you can bet that there's going to be attempts to seize large portions of the city by eminent domain for the "greater good" . . . which will likely include things like casinos and Wal Marts . . . this must be resisted at all costs, and the city restored as closely a possible to its historic multicultutal self . . . the loss of New Orleans would be the loss of America's cultural heart . . .

A fitting monument would be a stiff prison sentence for every official responsible for emergency preparedness from those in NO and up.
Rebuild the cities. That's the only way to get the economy in the area going again.
