Legally - Who is Liable ? - - Aid was stopped at the stateline Day#2
There are plenty of stories...posted here on DU which factually

point to Police/Doctors and boats turned AWAY very early.


The Mayor had NOTHING to do with that -- that must mean FEMA said NO.


Please tell us FEMA and accept responsibilty for turning away aid

from day 2.


Please tell America who told FEMA to turn people/aid away.

2. Possibly. But do you really think Gov. Blanco said no? No, I think it
was the same people who kept turning away or putting off answering the offers of international aid.

6. might have been the Coast Guard, because ...
at the time, Gov. Blanco had not given the order
for the National Guard to go into N.O.
CG might have been ordered on a rescue mission.

8. I heard O'Reilly and his guests stating all of that but I know better
then to believe what O'Reilly says. It was blame the Governor night. I sure as hell don't believe we are getting the entire story from that asshat.

This letter was written on Sunday. The GOP is trying to spin that the local and state government hadn't asked for help. Well, now we got the memo that proves that they did indeed ask for help. The President got an urgent appeal by the state of Louisiana urging him to allocate his resources to help the situation. Unfortunately, I guess eating cake and playing the guitar are far more important.
