There are very few reporters left in NO - most of them seem to have moved (or been moved) to the airport.

That said, I think everyone knows that Americans will be furious if the Guard starts shooting people. The government knows that they're already hanging by a thread on this, and they'll lose the public completely if New Orleans turns into Baghdad. I hate to rely on their good sense, but I do rely on the fact that Republicans are hellishly concerned about their political survival.
