I mean, isn't that part of the PLANNING process?
And then, once you've imagined that possible scenario, don't you come up with contingency plans to work around it?

We just had a disaster drill in our district, and one scenario we played out was what would happen if the police responders were all taken out (in our case it was due to gas leak/explosion). That was BASIC part of the drill.

is to be able to think of just such scenarios - AND how you would deal with them. You poke and prod at the boundaries of your combined capability and figure out where you're weak. We discovered quite a bit of stuff that we needed to fix. And we're just a little podunk school district.

1. The police did not leave their posts until they realized THEY had been abandoned along with everyone else in New Orleans. So they have confused effect with cause.
2. There would have been greatly reduced violence, looting, etc. if the National Guard had been swiftly in place LIKE THEY SHOULD HAVE BEEN.
3. We send the National Guard into F!!@#ing Baghdad for Chrissake!
4. So, they decided the violence was too much for them, but not the stranded citizens?!!!!!
5. But not too unsafe for all the great reporters who went in and out day after day. The weenie military commanders could have followed the CNN trucks or the Fox trucks or the MSNBC trucks. If they are so chickenshit then they need to be relieved of their commands. Just the every one else up the chain of command.
Or, were they stalling for other reasons?

Sacramento's urban search and rescue team, specializing in water rescues, was sent to Louisianna on Tuesday. And they're firefighters. Other such teams also were sent from other parts of California.
