He provided for the DESTRUCTION of NOLA. Not their General Welfare as demmanded by the Constitution. With treason you only need two witnesses to the act. In this case it's photographs and signitures that Testify best to his crime of treason against "We The People." Upon seeing this testimony the Congress "Shall" (there is no choice. It's a done deal made in 1776.) convict.
