How about starting a National Emergency Fund headed by the Red Cross.The people can have money deducted every payday from their check and it would be purely volunteer.No Politician could ever be allowed to dip into the fund. It would be used strictly for national disaster. They do for the Untied Way.Why not the Red Cross?
