Tucker is one smug, irritating, annoying prick...even when
it seems like he is going to report something fairly, there is a chip on his shoulder. Seems like he is rooting so hard for the locals to be responsible and the misadministration off the hook. How can a network that has Ron Reagan and Olberman hire Tucker and Foghorn Leghorn Cosby? And that eating disordered blonde manequin that appears with Reagan.....odd.

7. depends if you are talking about before or after Katrina hit.

Before the hurricane, its the mayor and governor who gets the people out of harms way or specifically asks for outside help. Neither were done.

After the 'cane hit, its all Bush and his appointed FEMA that are the blame.

Blame for everyone involved -- I say.

for clean up and housing after the hurricane was over -- not help getting people out of NOLA before it hit.

If you have a resource that shows the mayor asked for personnel and equipement to get people out of NOLA before Katrina hit, I'll be glad to apologize. It appears he and the governnor left the school and municapal buses parked.

15. Oh yeah, that was a known problem that came out in a 2004 exercise
when a fictitious Hurricane Pam was scenarioed to hit the area. From an article:

Officials have known for decades that New Orleans was vulnerable to hurricanes and flooding.

Just last year, FEMA hired a private company, IEM Inc. of Baton Rouge, to help conduct an eight-day drill for a fictional Category 5 hurricane in New Orleans named Pam. It included staging a helicopter evacuation of the Superdome, a prediction of 15 feet of water in parts of the city and the evacuation of 1-million people.

But the second part of the company's work - to design a plan to fix unresolved problems, such as evacuating sick and injured people and housing thousands of stranded residents - never occurred because the funding was cut. http://www.sptimes.com/2005/09/03/Worldandnation/One_question_builds__.shtml

The locals were dealing with FEMA on these matters long before this. The problems were not unknown and the resolutions not solely on the heads of the locals.

Blaming the local jurisditioncs does nothing to mitigate the inactivity of the Feds that had previously worked with the locals on just these previously identified issues of concern. And the Feds do have jurisdiction after the declaration of emergency which happened before the storm hit.

There's more info elsewhere about how FEMA/Feds didn't come through with assistance with preparation but I've not time to find it again at the moment.

17. agreed -- locals not solely responsible for preperations,


but shared responsibility doesn't absolve the mayor and governor either.

Anyone who says the locals were solely to blame is a moron, but then again, they were in the best position to evacuate their people from NOLA (at least better than they did).
