Perhaps the slow response to his call for the city's needs was based on his disloyalty to the GOP.
According to the NY Daily News, Sept 3, 2005:
"Nagin, a Republican who switched to the Democratic Party days before entering the race for New Orleans mayor in 2002, is a former cable company vice president at Cox Communications who had no prior political experience."

Bush just does not care. if anything his grudge is against the people for voting against him. but then again he hasn't done anything for the people of mississippi.
and i doubt he would have done much for Florida last year if it was not election year and especially with Florida being a big player.
