Why? Frankly, after a traumatizing experience like this, I wouldn't care if an alcoholic decided to down a whole bottle of scotch. People probably need to anethetize themselves just to sleep after something like this anyway.
I suppose he's worried about drunken fights or something taking up police time, but why not just do something when somebody acts up? Why should people who are capable of simply downing a fifth without trouble be deprived of that?
