When such an order is issued, government buildings, offices, and military bases are to fly their flags at half-staff. Private organizations and individuals usually also fly their flags at half-staff at these times, but are not required by law to do so.
* For thirty days after the death of a current or former President. * For ten days after the death of a current or former Vice-President, Chief Justice, or Speaker of the House of Representatives. * From the day of death until interment of an Associate Justice of the Supreme Court, a Secretary of an executive or military department, a former Vice President, or the Governor of a State, territory, or possession * On the day of death and the following day for a Member of Congress * Until 12:00pm on Memorial Day * On Executive Order by the President or State Governor (some examples include for remembrance of the 9/11 attacks, the death of Pope John Paul II, and the Indian Ocean tsunami).
So, even Pope John Paul II and the tsunami victims got half mast. But the people of LA, MS, and AL don't warrant such treatment. How disgusting!

So Bush is saying that the people of LA, MS and AL less important then the Pope and the Indian tsunami victims. The more I see the more I truly believe that Bush suffers from (aka: he's a sociopath).

But he also flew it half staff for the victims of 9/11 (New York is not really a Republican base) and for the victims of the tsunami (the Americans on vacation there MAY have voted for him.
In addition, the 144 people that died in MS and the however many number who died in AL were most likely Republicans (not to say they WERE, but likely were).
Maybe he just doesn't know what to do now that Cheney is wherever the hell he is (hospital maybe?). You are required to do it for the Chief Justice, but have to actually do some work to do it for everyone else.

I think in the case of the tsunami, he was shamed into it by other countries. His initial reaction to it was pretty anemic. After all, most of the people affected by the tsunami were "brown" people too.
