On CNN just now -- he said it symbolized the mood of the nation after Katrina. Which of course begs the question of why flags weren't ordered lowered then...

Editing (after seeing the first replies) to add that Miles didn't say that the administration saw having flags at half-staff as symbolic for Katrina's victims. This seemed to be his personal view, and I took his mentioning that as a critique of the Bush administration for not lowering the flags earlier.

2. Isn't this "half-staff" done by an executive order? Wouldn't there be...
a copy of that? How about the WH press release? What does it state as the reason?

If it is about "both" why wasn't it done sooner for NO?
