I think this gentleman is the Suprtintendent of Police, but he says to Soledad that he has been too busy to deal with media and correct misperception that a large number of police had deserted the city. Some were trapped, some on assignment in inpenetrable areas. He is praising the department highly

hadn't died? No body count has been done, no identification of floating and abandoned bodies has occurred. How do they know the cops and firemen who didn't show weren't dead??? Better to report rumors than to investigate.
