What do you make of the Arab countries making such huge donations?

What do you make of the Arab countries making such huge donations?
Kuwait: $500 million, Qatar: $100 million, Saudi Arabia; $5 million. Seems to me like Kuwait and Qatar are in our back pocket. Maybe that's what we want to happen with Iraq: Create small, rich oil states that are highly dependent on good relations with the U.S.?
