Wouldn't part of the plan to deal with a terrorist attack on New Orleans look to a way to patch levee's blown up by a simple truck/car bomb driven right up to it?

Now- I'm sure Bush would've been on the scene much faster. But actual relief? That might even have come slower. He'd have a vested interest in letting the situation get very bad.
