Surefire way to dismantle the "local gov's fault" spin.
If anyone says this to you, ask them if local government is responsible for preventing disasters, why did New York allow 9/11 to happen? After all, they knew it was a possibility, and there'd been a bombing at the WTC before. Are the people who died in the towers to blame for continuing to work in a building that was a target before?

You'll probably not get a response beyong foaming and sputtering, but it might make them realize how stupid this line of spin is when you compare it to the GOP's favorite wank fantasy of 9/11.
