When did Halliburton get the contract to clean up the gulf states in
the event of a hurricane?

Randi Rhodes on Friday said they got the contract around the time when bush denied to fund improvements for the levees in New Orleans.

Would anybody have a link?

KBR was assigned the work under a "construction capabilities" contract awarded in 2004 after a competitive bidding process. The company is not involved in the Army Corps of Engineers' effort to repair New Orleans' levees.

eta: but this is just a mention of naval facilities in MS.
