Forget levees that will always be a target for terrorists and hurricanes. Go with the flow. Rebuild New Orleans as a canal city like Venice. Rebuild the French Quarter as it was, but raised up considerably above water level.
Time for some innovative thinking, not a return to the old ways, and definitely not a return to Bushism.

The new Venice of the south is a great idea. Too bad it's a toxic sewer instead on sea water.
