Any sense as to whether these were justified shootings or not? The details seem scarce so far.

Is it possible one of the engineers had a firearm with him? He saw the police and took a shot at them (at a distance without knowing who they were but seeing their guns). The cops then returning fire as they were in fear for their lives? Stranger things have happened and with all the other screw ups on this one it wouldn't suprise me at all.
