Blaming Blanco & Kagin Doesn't Let W Off The Hook
If a CEO is watching their managers and administrators f'ing up - do they just let it happen? What would the shareholders of a company do if the CEO let an important company division go down the drain?

W can't sit on a pillow like a poobah with arms folded and blame away. Bottom line is he was in charge. Period End.
